Because when you magnify it, and try to read the names, most of the lines just read “name”. Also, the same group of about 20 names is just repeated over and over to make what looks, to someone who is just briefly scanning the page, to be a very large number of names. The signatures (names) have to be collected and placed in the ad. But that is what it will look like.
