To subscribe to his excellent<br \/>\ne-mail letter <a\nhref=\"http:\/\/www.crisismagazine.com\/freeletter.htm\">click<br \/>\nhere<\/a>.<\/p>\n<p><\/p>\n<p><font color=#3333ff>Dear Friend, <\/font><\/p>\n<p><\/p>\n<p><font color=#3333ff>When I started this e-letter in April, my<br \/>\nprimary motivation was to have a way to get urgent information to<br \/>\nyou immediately. <br \/>There are some things that just can&#8217;t wait to<br \/>\nbe printed in the magazine. <\/font><\/p>\n<p><\/p>\n<p><font color=#3333ff>This is one of those things.<\/font><\/p>\n<p><\/p>\n<p><font color=#3333ff>As you may already know, the Catholic world<br \/>\nhas been buzzing about a confidential letter composed by eight<br \/>\nAmerican bishops <br \/>in which they called for a Plenary Council to<br \/>\naddress problems in the Church. <\/font><\/p>\n<p><\/p>\n<p><font color=#3333ff>Journalists and pundits have been<br \/>\nspeculating and debating about the alleged contents of the letter<br \/>\nand the identities of the authors. But no one really knew for<br \/>\nsure. <\/font><\/p>\n<p><\/p>\n<p><font color=#3333ff>Until now.<\/font><\/p>\n<p><\/p>\n<p><font color=#3333ff>This morning, CRISIS managed to obtain a<br \/>\ncopy of the letter that was sent on July 18 to all the American<br \/>\ncardinals and <br \/>bishops. In it, a group of eight bishops asks<br \/>\nthat a Plenary Council be called as soon as possible to discuss<br \/>\nthe &#8220;root causes&#8221; of &#8212; <br \/>and possible solutions to &#8212; the<br \/>\ncurrent crisis in the Church.<\/font><\/p>\n<p><\/p>\n<p><font color=#3333ff>Before I get ahead of myself, let me<br \/>\nexplain what a Plenary Council is and why this letter is so<br \/>\ndramatic. Basically, a <br \/>Plenary Council is a meeting of all the<br \/>\nbishops of a given area &#8212; in this case, the United States. This<br \/>\nisn&#8217;t an ordinary meeting though. It&#8217;s <br \/>the highest form of<br \/>\ncouncil that can be called on a national level. It would be like a<br \/>\nVatican Council for the States. In fact, the American <br \/>bishops<br \/>\nhaven&#8217;t called a Plenary Council in more than 100<br \/>\nyears.<\/font><\/p>\n<p><\/p>\n<p><font color=#3333ff>And it&#8217;s much different from their<br \/>\nsemiannual conferences, too: There, the administrative business is<br \/>\ndone. A Plenary Council, on <br \/>the other hand, is much more<br \/>\nproactive, focusing on &#8220;teaching the truths of the faith&#8221; (as the<br \/>\nletter says). Priests and laypeople <br \/>would also be able to<br \/>\nparticipate.<\/font><\/p>\n<p><\/p>\n<p><font color=#3333ff>The eight bishops who wrote this amazing<br \/>\nletter are taking a brave stand by urging discussion of those<br \/>\nissues that were <br \/>swept under the rug at the June bishops&#8217;<br \/>\nmeeting. While I can&#8217;t send you the whole body of the letter, I<br \/>\ncan share some of it with you. <\/font><\/p>\n<p><\/p>\n<p><font color=#3333ff>First, the authors of the letter seem to<br \/>\nhave a pretty clear understanding of the crisis. Here are a few of<br \/>\nthe issues <br \/>they want to face head-on at the Plenary Council:<br \/>\n&#8220;What has happened to the life and ministry of bishops and priests<br \/>\nthat makes us vulnerable <br \/>to the failings that have humiliated<br \/>\nus all? What things need to be going on so that in this cultural<br \/>\nmilieu priests and bishops will preserve their <br \/>celibate<br \/>\nchastity along with all the other virtues that constitute the life<br \/>\nof holiness proper to pastors? How can the purification upon which<br \/>\n<br \/>we shepherds have embarked help us, in turn, support our<br \/>\npeople in achieving greater holiness?&#8221;<\/font><\/p>\n<p><\/p>\n<p><font color=#3333ff>Notice the absence of wishy-washy bishop<br \/>\nspeak. These men know there&#8217;s a problem, and they&#8217;re going to face<br \/>\nit squarely.<\/font><\/p>\n<p><\/p>\n<p><font color=#3333ff>But it gets even better. The bishops get<br \/>\nvery specific about what they hope to accomplish at the<br \/>\nmeeting:<\/font><\/p>\n<p><\/p>\n<p><font color=#3333ff>Goal 1: &#8220;Solemnly receiving the authentic<br \/>\nteaching of the Second Vatican Council&#8230;on the identity, life and<br \/>\nministry <br \/>of bishops and priests; on matters of sexual morality<br \/>\nin general (cf. Gaudium et Spes, Humanae Vitae, Veritatis<br \/>\nSplendor, and Familiaris Consortio); <br \/>[and] on celibate<br \/>\nchastity as an authentic form of human sexuality renewed by grace<br \/>\nand a share in Christ&#8217;s own spousal love for His<br \/>\nChurch.&#8221;<\/font><\/p>\n<p><\/p>\n<p><font color=#3333ff>It&#8217;s heartening to hear these bishops raise<br \/>\nthe issue of sexual morality as taught by Humanae Vitae, as well<br \/>\nas &#8220;the <br \/>very soul of holiness&#8221; for a priest! These topics have<br \/>\nbeen taboo for so long that it&#8217;s phenomenal to see bishops address<br \/>\nthem head-on.<\/font><\/p>\n<p><\/p>\n<p><font color=#3333ff>Goal 2: &#8220;Giving unequivocal endorsement and<br \/>\nforce to the means outlined in the documents of the Council&#8230;to<br \/>\n<br \/>foster the acts of virtue required of pastors and the means<br \/>\nneeded to achieve those virtues, especially celibate chastity<br \/>\n(e.g., daily celebration <br \/>of the Mass, frequent Confession,<br \/>\ndaily meditation, regular acts of asceticism, obedient submission<br \/>\nto Church teaching and discipline, simplicity of<br \/>\nlife).&#8221;<\/font><\/p>\n<p><\/p>\n<p><font color=#3333ff>You can&#8217;t argue with a return to the<br \/>\nfundamentals of the priesthood. This is EXACTLY what priests need<br \/>\nto hear: a public <br \/>endorsement of their vocation and the<br \/>\nsupport of the bishops in encouraging a real back-to-basics<br \/>\napproach to religious life.<\/font><\/p>\n<p><\/p>\n<p><font color=#3333ff>Goal 3: &#8220;Confirming the bishops in the<br \/>\nauthoritative exercise of our ministry for the health and well<br \/>\nbeing of the church, <br \/>and strengthening our coworkers in the<br \/>\nPresbyterate in their ministry of teaching the Gospel, especially<br \/>\nin regard to sexual morality, so that <br \/>we can give support to<br \/>\nthe lay faithful in responding to their call to<br \/>\nholiness.&#8221;<\/font><\/p>\n<p><\/p>\n<p><font color=#3333ff>Who hasn&#8217;t been demanding greater<br \/>\naccountability and action from the bishops? Clearly, these men<br \/>\nseem to understand what&#8217;s <br \/>really been bothering American<br \/>\nCatholics. <\/font><\/p>\n<p><\/p>\n<p><font color=#3333ff>The bishops who drafted the letter also<br \/>\nlisted the benefits of calling a Plenary Council: It &#8220;would<br \/>\nprovide a galvanizing <br \/>focus that is authentically evangelical<br \/>\nand true to the Church&#8217;s identity and tradition&#8230;[witness]<br \/>\nunambiguously to the fact that the Church relies <br \/>on the grace<br \/>\nof the Holy Spirit&#8230;involve all strata of the People of God in<br \/>\nthe experience&#8230;have maximal impact in shaping the ecclesial<br \/>\nculture&#8230;[and] <br \/>give a definite stamp to identifying what is<br \/>\nthe authentic heritage of the Second Vatican<br \/>\nCouncil.&#8221;<\/font><\/p>\n<p><\/p>\n<p><font color=#3333ff>&#8220;Galvanize&#8221;&#8230;&#8221;witness<br \/>\nunambiguously&#8221;&#8230;&#8221;maximal <br \/>impact&#8221;&#8230;&#8221;definite stamp&#8221;&#8230; the<br \/>\n&#8220;authentic&#8221; <br \/>heritage of Vatican II&#8230; These are strong words<br \/>\nfor bishops &#8212; a group usually known more for its inaction than<br \/>\nits decisive action. <\/font><\/p>\n<p><\/p>\n<p><font color=#3333ff>One last thing. Unfortunately, I can&#8217;t<br \/>\nreveal the names of the authors at this point. However, I can tell<br \/>\nyou that the list <br \/>is surprising. These bishops represent the<br \/>\nentire theological and political spectrum. That in itself is<br \/>\nreassuring: The idea that we need a deep and <br \/>lasting change<br \/>\nisn&#8217;t limited to any political or theological ideology.<br \/>\n<\/font><\/p>\n<p><\/p>\n<p><font color=#3333ff>My hat is off to these eight courageous and<br \/>\ndedicated bishops &#8212; all that&#8217;s left now is to hope their<br \/>\ncolleagues will follow <br \/>suit and sign on.<\/font><\/p>\n<p><\/p>\n<p><font color=#3333ff>In 10 years or so, when this current crisis<br \/>\nhas hopefully faded away, we may look back on this letter as the<br \/>\nevent that <br \/>triggered the renewal of the American Catholic<br \/>\nChurch.
