Bishop Vasa is my favorite Bishop. The following is his website where he posts once a week. www.dioceseofbaker.org/the.htm He is kind but firm in his teaching.
I've send him a letter. Praising his principle.
Darned straight. The USCCB has no juridical authority. The bishop can act in his own diocese without the interference of the USCCB.
It's only a consultive paperwork thing anyway, meant to enhance communication between bishops, which it's apparently not doing now. More of a hindrance than a help.
